| Description | River Region Human Services received a Minority AIDS Initiative grant from the Substance Abuse and Mental Health Services Administration (SAMHSA) to provide substance abuse and HIV prevention among young Black adults in a high-risk area of Jacksonville, Florida. River Region contracted with the Health Planning Council of Northeast Florida to conduct a community needs assessment and planning process, utilizing the Strategic Prevention Framework (SPF). In addition to an extensive literature review, community demographic overview, and epidemiological profile, primary data was collected to further understand the experience of the specific target population. Key informant interviews, focus groups, and surveys were conducted to flesh out the issues and dynamics at play among the target population in regard to substance abuse and HIV transmission.
